Upcoming UNFPA–UN Women Merger Assessment

IPPF response and opportunities for Member Association engagement

The assessment report on the proposed merger of UNFPA and UN Women is expected to be released shortly.

This report may present several possible options, with indications that a merger may be positively recommended.

Given the potential implications for mandates, programme delivery, and operational continuity, IPPF is preparing a coordinated response and would greatly value input from Member Associations to ensure that operational realities and risks are clearly reflected.

IPPF’s Response


Rapid analysis following the report’s publication
The IPPF UN Liaison Office (UNLO) will prepare a rapid analysis of the assessment report once it is released.

This analysis will examine the political and normative implications, including mandate protection and continuity, risk management considerations, and the extent to which any proposed efficiencies would strengthen impact. It will also consider possible alternative scenarios.
This analysis will be published externally to inform global discussions and advocacy.

Amplifying Member Association perspectives


IPPF will gather quotes from Member Associations to highlight operational realities and potential risks from a programme delivery perspective. These will be used to support advocacy and public communications. We welcome recommendations of MAs who would be well placed to contribute insights.

Survey to inform advocacy and engagement with Member States

IPPF is launching a survey to collect Member Association perspectives on the programmatic and operational realities and risks of a possible merger. The findings will inform a deeper analysis to be shared publicly and with Member States, helping to influence discussions and any future General Assembly resolution related to the merger.

We are also conducting two addiitonal surveys to further inform the report:

  • SRHR of Indigenous Women & Girls. This internal form collects input to inform a consolidated response on sexual and reproductive health and rights of Indigenous women and girls.

Continued monitoring and coalition advocacy


IPPF will continue to monitor developments closely, including discussions within UN governing bodies and ongoing engagement with civil society coalitions. Updates and opportunities for engagement will be shared through the MA Forum.

How Member Associations can engage

Member Associations are encouraged to:

  • Help amplify IPPF analysis and advocacy outputs when released. Your input is essential to ensuring that Member State discussions are informed by the realities of programme delivery and the needs of communities.
  • Participate in the surveys linked above to help inform the report.
  • Provide insights on operational realities and programme implications
  • Recommend MAs who could contribute quotes or perspectives
  • Further materials, surveys, and updates will be shared here on the MA Forum.
