Information Session on Partnership with Front Line Defenders

In 2024, IPPF partnered with Front Line Defenders, a global human rights organization dedicated to protecting human rights defenders (HRDs) at risk. The partnership between the International Planned Parenthood Federation and Front Line Defenders aims to ensure LGBTIQ+ rights defenders around the world are able to continue their human rights work through the provision of protection grants and other protection support. It will also provide support to IPPF Member Associations who are Human Rights Defenders (HRDs) under threat.

What’s available?

Up to 53 protection grants ranging from €2,500 to €7,500 are available to help strengthen security measures and sustain human rights efforts.

Brief Description

Protection Grants (averaging around €2,500 and up to €7.500) can pay for provisions to improve the security and protection of human rights defenders and their organisations that are at risk including, but not limited to:

  • Improving physical security of an organisation or individual, including home and office security;
  • Improving digital security and secure communications;
  • Supporting legal fees for HRDs who are being judicially harassed;
  • Paying for medical fees, including psychosocial support, for HRDs who have been attacked or who have suffered a medical condition as a result of their peaceful human rights activities;
  • Providing family assistance for imprisoned HRDs or family members who are at risk because of a HRD’s activities;
  • Temporary relocation of HRDs (both in country and externally) facing urgent threats.

Front Line Defenders’ Protection Grants programme is designed to provide fast and flexible support to HRDs at-risk. In emergency situations, Protection Grants can be approved and funding allocated rapidly to address immediate threats. Front Line Defenders’ expert Grants Coordinators and security experts can provide consultation and advice to HRDs seeking Protection Grant support.

Due to the high level of requests, Front Line Defenders is generally not in a position to provide the full amount of funding requested and, where required, FLD’s Grants Team will support HRDs in identifying alternative protection solutions and measures to reduce costs.

Eligibility criteria

Under this partnership, FLD will support LGBTIQ+ rights defenders and IPPF Member Associations who are Human Rights Defenders under threat.

Front Line Defenders considers Human Rights Defenders to be any person, organisations or movements which work, non-violently, for any or all of the rights enshrined in the Universal Declaration of Human Rights. This definition is in-line with the UN Declaration on HRDs (1998).

Applications will be accepted on a rolling basis throughout 2025 until funds are exhausted. Funds cannot be directed to Cuba, Iran, Syria, North Korea, Venezuela, the Crimea Region of Ukraine, and the so-called Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR) regions of Ukraine.
